When the County had been clearing the roads they were very well cleared of snow. Driving in the subdivision was not dangerous. These photos were taken immediately after Black had finished clearing. The conditions deteriorated badly due to the compression of the snow which produced black ice.
When Paul Pugh came through with his truck, a four wheel drive with all terrain tires. The road was nearly
impassible even in his four wheel drive vehicle. I recall that he had to get a shovel to extract his vehicle at one point.
Berms of snow were being
built up that would freeze into impassible obstacles for all
vehicles. Beer cans littered the roadway. Both Paul and Merlinda Arnold Pillsbury noted the presence of these thrown by Black while 'clearing snow.'

present I am employed as a building inspector for Porterville. I
have seen many misuses of equipment but this is among the worst.
Black had improperly attached his blade which hung at a distinct
angle. He obviously was running the blade about six inches above the
road this ensuring a build up of what is referred to as black ice was
inevitable.
Pillsbury-Foster had mentioned these
conditions to me but I had dismissed her comments as exaggeration.
